One of the important functions of offices under the Controller General of Accounts (CGA) office is to maintain the accounts and payment of provident fund along with regular payment of salary and allowance of the government employees. Payment of gratuity and pension on time is also an important responsibility of the account offices. Based on this, they pay the salary and other allowances through EFT or by other means. Salary and allowance of current employees are currently paid on time through electronic fund transfer (EFT). But the theme of “Digital Bangladesh” will be questioned if the present regular and reinstated pensioners are forced to go to the banks to withdraw their pension benefits. So, keeping this in mind, Office of the Chief Accounts and Finance Officer, Pension and Fund Management (OCAFO P&FM) has been created on 13th August, 2018 under the administrative control of CGA which was ordered by the Finance Division, Ministry of Finance in an office order. The purpose of this office is to transfer the pensioners’ pension electronically to his or her designated bank account, better management and maintenance of GPF accounts and other public funds in near future. Since the inception, OCAFO P&FM is paying the pension and other related allowances directly to the pensioners’ bank account through EFT. Besides this, for making the fund management system more efficient and simpler, this office has been helping the government by transforming the financial management system into a modern, automated, IT based and pro-people.

Pension Management

• Monthly pension and allowance management of retired civil government employees after payment of regular gratuity in prevalent system of account offices under controller general of accounts.
• Making a central pension budget and its management for the country’s civil pensioners.
• Prepare accounts of EFT for the pensioners and payment of pension as well as allowance to their bank account automatically.
• Making arrangement to identify dead pensioners. To achieve this identify living pensioners with digital system.
• Deliver the report of monthly pension / allowance payment to the Finance Division and Controller General of Accounts.
• Preparation and management of a central electronic repository of all pension payment order (PPO ) through the pension module of iBAS++.
• Receiving the various complains from the pensioners and solve them and address the proper digital system.
• Give response to pension related policy and implement the policies.
• Time to time recommendation to government for the easiest pension system.
• Keeping detailed records/information of all retired and in service employee in Central Record Keeping Agency.
• Centrally accounts reconciliation with banks.
• Completion of works related to Pension Module Management and maintenance of iBAS++ ( Example: User management, customized report formulation, notice to finance division when new demand opportunity comes ) made by Finance Division.

Fund Management

• Overall management of civil employee’s provident fund.
• Consolidation of all the deductions, receipts, advance payment, final payment from provident fund of whole country and submission of reports to the accounts section of Finance Division and CGA regarding the current scenario of fund.
• Monthly preparation of estimated report of probable receipt, drawing and disbursement.
• Management of information regarding various advance taken from provident fund and payment of installment of that advance and then informing to the concerned ministry / division.
• A repository management of final payment of provident fund.
• Keeping books and records related to investment of fund as per instructions given by Finance Division.
• Enactment of laws and rules, their update and amendment regarding fund management.
• Preparation of annual report.
• Management and maintenance of provident fund module in iBAS++(example: user management, generation of customized report, recommendation of new benefits to Finance Division)
• Exploring for different options to invest fund and then recommending the different investment options to Finance Division.
• Recommendation in fixing the annual interest rate on provident fund.
• Preparation of budget on provident fund.
• Co-operating with the accounts offices in substantiating the balance of provident fund and monitoring regularly to ensure the quality of these activities.
• Analysis of fund management system of different autonomous and semi-autonomous corporations and giving recommendation regarding fund management.
